On December 25, 2025, the Government of Vietnam issued Decree No. 338\/2025\/ND-CP detailing several provisions of the Employment Law regarding employment promotion policies. This important legal document further specifies state support mechanisms for workers, vocational training providers, employment service organizations, and human resource development activities.<\/p>\n
Under the decree, a range of financial support measures will be implemented through preferential loans provided by the Vietnam Bank for Social Policies (VBSP), aiming to create, maintain, and expand employment opportunities for workers.<\/p>\n
One of the most notable provisions of the decree is the financial assistance available to workers going abroad under employment contracts. Accordingly, eligible workers may borrow up to 100% of the total pre-departure costs, including vocational training, foreign language training, skills development programs, and other lawful expenses related to overseas employment.<\/p>\n
The maximum loan term is determined based on the duration of the overseas employment contract, with interest rates applied in accordance with current regulations. This policy is expected to remove financial barriers for many workers, enabling them to participate in overseas employment programs, improve their income, and gain valuable international work experience.<\/p>\n
For organizations operating in the fields of vocational training and workforce development, such as ICOGroup, this mechanism represents a significant support policy that helps workers access language training, vocational skills programs, and comprehensive preparation before entering international labor markets.<\/p>\n
In addition, the decree introduces vocational training support policies, particularly targeting rural workers and young people who fall within eligible beneficiary groups as stipulated by law.<\/p>\n
Under the policy, workers may receive support to participate in elementary-level vocational training programs or training courses lasting less than three months. The support package may cover tuition fees, meal allowances, living expenses, and transportation costs in accordance with applicable regulations.<\/p>\n
As a general principle, each worker is entitled to vocational training support once, except in certain special cases prescribed by law.<\/p>\n
The policy is expected to create greater opportunities for workers to access vocational and language training programs, thereby enhancing their employability and competitiveness in both domestic and international labor markets.<\/p>\n
